Yunnan Mahjong Hand Scoring:

When a player makes a "kong" (a set of four identical tiles), first konging one tile and then discarding another tile, and that discarded tile happens to be the tile that another player needs to declare a winning hand, this situation is called "kong on the discard".

9) Robbing the Kong: 1 point (4 points)

If a player chooses to declare a Kong (杠) and another player happens to win with that same hand, this is considered a "robbing the Kong" (抢杠). Robbing a Kong is considered as the player who was about to declare a Kong discarding a tile that allows the other player to win.

The scores for winning by discarding a tile and winning by self-draw are different. Except for a regular win, a self-draw is worth 3 points per player, while a win by discarding a tile is worth 3 + 1 = 4 points.
