Consequently, some instructors have capitalized on this "business opportunity," using the "pay a fee, pass" scam as a pretext, boasting about their access to examiners, and tricking hopeful students into paying for a "guaranteed pass." The young man, eager for quick results, fell for the scam. On the morning of September 2nd, Mr. Shi, a resident of Tai'an, reported to the Manzhuang Police Station that he had been defrauded of over 1,800 yuan by a driving instructor at the Vehicle Management Office of the Traffic Police Detachment of the Tai'an Public Security Bureau. Mr. Shi, reportedly too busy with work to practice, had no time. In May 2019, after successfully booking his driving test for Part 3, a driving instructor named Jin approached him and told him he wasn't proficient enough. He told him he needed to pay a 1,000 yuan "pass fee" to establish connections, lest the examiner deliberately set obstacles to prevent him from passing. Jin also promised Mr. Shi a full refund if he failed. Fearing he wouldn't pass, Mr. Shi, concerned about his performance, immediately transferred 1,000 yuan to instructor Jin via WeChat as a "pass fee" for Part 3. Reassured by the payment, Mr. Shi passed the Part 3 test. Jin then demanded another 800 yuan "pass fee," citing the examiner's eccentricity, difficulty communicating, and difficulty dealing with him.
